The development of Ukraine will be carried out differently
Law on the regulation of urban planning was adopted last year. He puts the entire design and construction industry of Ukraine on a new basis, which is as close as possible to international standards. This is undoubtedly his strength. But for the introduction of the law into urban planning, it provides for the solution of two main problems. So, the first problem is related to the development of dozens of by -laws. Some of them should be approved by the Cabinet of Ministers, and some – the Ministry of Regional Development. In fact, we are talking about the replacement of all regulatory documents currently currently (instructions, provisions). At the same time, new regulatory acts must be developed that will make it possible to implement the adopted law to life. According to experts, this task is quite solved.
The second problem is much more serious than the first. It consists in the fact that it is necessary to develop new ones and adjust the existing general planes, as well as introduce new types of urban planning documentation, which have so far have no analogues in Russian practice. All these documents and general planes will have to replace the original permits. Previously, the general planes of populated places of Ukraine were designed for 20 years. Most of them were developed in the 90s. Moreover, modern land relations and forms of ownership were not taken into account. If we talk about full -fledged zoning, monitoring and urban planning cadastre, then such documents and procedures (in the modern sense of the word) in Ukraine are absent at all.
